MSA-CAP system available for 2023-24 claims
TheÌýMandated Services Aid & Comprehensive Attendance PolicyÌý(MSA-CAP) system is now open on the for religious and independent schools to submit their electronic 2023-2024 claims.

- The MSA-CAP Workbook:
- is a great tool for those looking to do preparation work before logging into the MSA-CAP system.
- Ìýwill replace the MSA-1 and Schedule-A forms and serve as the "paper" application (to be submitted via email). However, we strongly recommend that schools use the MSA-CAP portal system to submit their claims.Ìý
- includes built-in data validations and automatically performs most of the calculations.
- is color-coded to guide applicants through the data entry points without the need for lengthy instructions.Ìý
- is locked for editing in most cells. This is a strategic measure to maintain the integrity of the formulas and data validation tools.Ìý
Application Submission:ÌýSubmit application by April 1, 2025.ÌýOnline submission is strongly encouraged. Schools without online access can email their claims toÌýmsa-cap-oriss@nysed.gov. Emailed claims must include a certification/attestation form to be accepted.
